Osha Liang Welcomes IP Attorney David S. Forman to Our Washington, DC Office

WASHINGTON and HOUSTON, Jan. 19, 2016 /PRNewswire/ — Intellectual property attorney David S. Forman, whose practice focuses on patent prosecution, litigation and counseling, has joined Osha Liang LLP as senior counsel in the firm’s Washington, D.C.-area office.

Dr. Forman has a wide range of scientific and legal experience with matters involving biotechnology, immunology, pharmaceuticals, organic chemistry, diagnostic devices and methods, and medical devices. He was previously associated with Finnegan, Henderson, Farabow, Garrett & Dunner, LLP in Washington, D.C.

In litigation matters, Dr. Forman was the principal drafter of an appeal brief that resulted in a patent term extension worth more than $500 million, he litigated pharmaceutical cases in which billions of dollars were at stake, in all phases of litigation, and he has drafted five U.S. Supreme Court briefs (for parties or amicus briefs).

In counseling matters, Dr. Forman wrote opinions of counsel regarding patent validity and infringement, and supervised preparation of opinions of counsel by other attorneys. He also has presented numerous lectures on basic principles and current developments in patent law to bar meetings, CLE courses, clients, foreign legal meetings, law school classes, and meetings of scientists.

Dr. Forman’s scientific experience includes work at the Uniformed Services University of the Health Sciences, in Bethesda, Md., the Naval Medical Research Institute, Bethesda, Md., and the National Institute of Mental Health, in Washington, D.C.

He is a member of the District of Columbia Bar, U.S. Court of Appeals for the Federal Circuit, U.S. District Court for the District of Columbia, U.S. Court of Veterans Appeals, and the U.S. Supreme Court, and is registered to practice before the USPTO.

Dr. Forman holds a J.D. with Highest Honors from the George Washington University National Law Center, Washington, D.C.; a summa cum laude B.A. with Highest Honors from Harvard College; and a Ph.D. from the Rockefeller University in New York with a specialty in cell biology and neurobiology. He was a Frank Knox Fellow at Cambridge University in England, where he studied advanced physiology. He was a law clerk for the Hon. Oscar H. Davis, United States Court of Appeals for the Federal Circuit.

Dr. Forman is resident at Osha Liang’s office at 1765 Duke Street, Alexandria, Va. 22314. The office is located a short walk from the USPTO.
